There are 3 types of effort that all organisations try to balance. Only when they are the same is a workforce optimised
Need
How many people your organisation will need, otherwise known as Demand
e.g. nurses in a shift, engineers in a project, or positions in an organisation chart
Have
How many people organisation will have, otherwise known as Capacity holidays and part time workers e.g. shift availability for engineers, or those in a position
Use
How many people your organisation will use otherwise known as Allocation. e.g. the number of nurses allocated to a shift, engineers to a project, or positions filled
For most organisations this data is readily available in roster and scheduling applications, spreadsheets or organisation charts.
